Who Was Cyrus Crane Willmore? Cyrus Crane Willmore was more than a visionary developer—he was a civic champion whose optimism shaped the very landscape of St. Louis. Born an orphan and raised on a Wisconsin farm, Willmore studied law at the University of Illinois before moving to St. Louis in 1912. By 1920, he had founded the Cyrus Crane Willmore Organization, specializing in high-quality residential development.
His most ambitious project? St. Louis Hills—a 700-acre neighborhood built on the last undeveloped land within city limits. With tree-lined streets, parks, schools, and churches, Willmore created “a city within a city” that sold $3 million worth of lots in just 18 months during the Great Depression
Willmore’s legacy lives on in the neighborhoods he built and the parks that bear his name. His motto:
